PROGRAMME AREAS AND MEASURES ON PROGRAMME ENVIRONMENTAL SUSTAINABILITY

| 3.3.8.1 Significantly reduce the current rate
of loss of biological diversity by 2010 (WSSD target) Enhance regional cooperation on enforcement and conservation Support the implementation of the ASEAN Regional Action Plan on Trade in Wild Fauna and Flora Promote restoration/rehabilitation of threatened species and critical habitats Promote people participation and awareness on the conservation of biodiversity Explore alternative livelihoods for local communities who are dependent on biodiversity for their livelihoods through exchange of experience Compile and review existing national baseline data on biodiversity to provide a regional overview on the current status of biodiversity. Consider setting an ASEAN target to meet the 2010 target of the WSSD. Develop indicators to determine the status of biodiversity |
| 3.3.8.2 Promote further listing and coordinated
management of ASEAN Heritage Parks as a platform for ecosystem-based protected
areas management Designate of at least 5 new sites (in particular transboundary sites) for the conservation of threatened species and habitat as ASEAN Heritage Parks, in particular areas identified as common conservation priorities such as coral reefs, large scale river basin, mountain system, forest areas Review categorization of PA in ASEAN with a view to harmonization of standard terminologies (e.g. wildlife reserves, wildlife sanctuaries, national parks) Conduct annually the AHP conference/seminar/workshop to strengthen the network among the park managers of AHP. Develop or update management plants for protected areas |
| 3.3.8.3 Facilitate access and fair and equitable
sharing of benefits arising from the regions biological and genetic resource,
by effectively implementing the ASEAN Framework Agreement on Access to,
and Equitable Sharing of Genetic and Biological Resources Facilitate the signing of the draft ASEAN framework agreement on access to, and fair and equitable sharing of benefits arising from the utilization of, biological and genetic resources Organise regional capacity building workshop/s to promote public awareness and implementation of access and benefit sharing measures |
| 3.3.8.4 Set in place measures to minimize impacts
of tranboundary movement of living modified organisms in accordance with
the ASEAN Guideline on Risk Assessment of Agricultural GMOs as the Covention
on Biological Diversity, CITES, RAMSAR Facilitate and harmonise the national framework on biosafety through the envelopment of a regional biosafety framework Encourage AMCs to ratify the Cartagena Protocol if they have yet to do so Establish an ASEAN Biosafety Clearing House Mechanism Organise ASEAN regional workshop on risk assessment of agricultural GMOs to educate concerned agencies |
| 3.3.8.5 Promote national and regional cooperation
to address measures related to the cluster of multilateral environmental
agreements addressing biological diversity such as the Convention on Biological
Diversity, CITES, RAMSAR Conduct capacity building workshops on facilitate the implementation of MEAs Organise a regional workshop on interlinkages focussing on the Convention on Biological Diversity, Convention on International Trade in Endangered Species of Fauna and Flora, and Ramsar Convention |
| 3.3.8.6 Establish a functional regional database
or network of national databases containing inventory of the biological
resource of the ASEAN Region Update the ACB regional database/s Update and improve the data of national and threatened species with the view to establish a regional Red List Data Initiate and conduct consultation workshop/s among relevant stakeholders including indigenous and local communities to identify options for further regional cooperation in the establishment or improvement of database system of biological resources in the ASEAN region |
| 3.3.8.7 Enhance the role and capacity of the
ASEAN Centre for Biodiversity to function as an effective regional centre
of excellence in promoting biodiversity conservation and management Expedite the establishment and operationalisation of the ACB Promote capacity building of relevant human resource in AMCs to effectively manage and conserve biodiversity in the region |
| 3.3.8.8 Address issues pertaining to invasive
alien species Establish a national focal point for invasive alien species (IAS), identify IAS in AMCs ; collaborate with Global Invasive Species Programme(GISP) in the development of programmes for IAS in ASEAN |
